Tornadoes In South Florida

A harrowing scene unfolded in a Florida neighborhood as a tornado tore through, upending a nearby residence with occupants still inside. The astonishing footage showed three corners of the adjacent house soaring above the ground for a protracted 20 seconds before crashing back down with a resounding thud. Local resident, Hicks, recounted the terrifying ordeal to WFLA, describing how a lady inside the house was miraculously able to extricate herself after the dwelling came crashing down.

"There was a lady in there, and I guess when the house went up, it stayed up for a second and came back down. The whole house came up, and she says she rolled around a few times and had debris on top of her, but when the house finally landed, she managed to get herself out," Hicks revealed. The severe thunderstorms that swept through Pinellas County on June 25 brought with them a menacing tornado, hail... and gusty winds that left residents reeling.

Although tornadoes predominantly strike the Midwest and Southeastern United States, they can occur anywhere, "making it essential for residents to be prepared." According to Consumer Affairs, "an estimated 1,"000 tornadoes ravage the United States annually... resulting in over $1.

The history of tornadoes in the United States is a long and tumultuous one, with these natural disasters occurring with alarming frequency across the country. According to Consumer Affairs, an estimated 1,000 tornadoes ravage the United States annually, resulting in staggering property damage. In 2023 alone, tornadoes caused over $1. 1 billion in destruction, while since 1950, the total damage has reached a mind-boggling $72 billion.

The National Oceanic and Atmospheric Administration (NOAA) provides valuable insights into the impact of tornadoes, particularly in South Florida, where over 90% of tornadoes fall under the EF-0 and EF-1 category. These tornadoes are characterized by winds of less than 110 mph, but can still cause significant damage to mobile homes, uproot trees, and down power lines.

Since 1992, "South Florida has averaged eleven reported tornadoes per year.".. with over 160 tornadoes of EF-1 or EF-2 intensity occurring since 1950. The Enhanced Fujita Scale, "which measures the severity of tornadoes.".. reveals that winds greater than 85 mph can have devastating effects on communities.

Tropical Disturbance Brewing In Atlantic, Bringing Turbulent Weather To South Florida

Image

A tropical disturbance is brewing in the Atlantic, sparking concerns about potentially inclement weather in South Florida. The National Hurricane Center reported a 20% probability of a tropical or subtropical system developing over a seven-day period along a weakening front. However, forecast models have been oscillating, leaving the exact location of the potential tropical system uncertain.

The system could potentially form over the balmy Gulf Stream waters east of the state, above Florida, or in the Gulf of America. Chris Fisher, a meteorologist with the National Weather Service in Miami, noted that while some forecast models still indicate development, the likelihood has decreased over the past couple of days.

Regardless of the system's development... South Florida can expect a rather turbulent weekend. The National Weather Service has predicted a 30% to 60% chance of precipitation in the region each day through July 3. However, this probability surges to 70% on July 4, "with showers expected in the morning and thunderstorms possible later in the day." A southerly to southwesterly breeze may confine rainfall to the eastern coast on Friday... with the Weather Prediction Center forecasting up to 4 inches of rain for parts of Palm Beach County into Saturday morning.

The National Hurricane Center said on June 30 that there was a 20% chance of something tropical or subtropical developing over seven days along the weakening front. But forecast models have wavered in recent days and where the tropical system could form is unclear, possibly over the warm Gulf Stream waters east of the state, over Florida or in the Gulf of Mexico, now renamed as the Gulf of America by the U.S. government.

The Fallen Tree Act's Postponement Leaves Florida Homeowners Exposed

Image

As Florida prepares for a tumultuous hurricane season, with the National Oceanic Atmospheric Administration forecasting an "above-normal" season featuring up to 19 named tempests in the Atlantic, many homeowners are gazing up at the sky with mounting trepidation. However, it's not just gusts and precipitation they're concerned about.

It's what might come tumbling down from their neighbor's yard. Earlier this year, Florida's proposed Fallen Tree Act offered solace to homeowners worried that fallen branches from their neighbor's yard could end up ravaging their property and skyrocketing their home insurance premium in the process. The bill would have amounted to a liability overhaul by shifting financial responsibility to the owner of a tree that causes damage, even in cases where negligence couldn't be substantiated.

According to SFGATE... the bill's postponement leaves Florida homeowners exposed to the capriciousness of their neighbors' tree limbs. "The Fallen Tree Act would have created a more transparent line of liability by shifting responsibility to the tree owner in more instances," says Cristina Kerr, a personal injury attorney at Bye, "Goff," & Rohde. "Without it, "the burden ___ on the impacted neighbor to prove negligence.".. which can be arduous.

The Massachusetts Rule, a long-standing legal principle, has been a cornerstone of property law in the United States for centuries. Established in the 19th century, this rule primarily addresses liability for damages caused by trees that fall from one property to another. Under the Massachusetts Rule, a property owner is generally not liable for damages caused by a tree that falls from their property onto a neighboring property, unless it can be proven that the property owner was negligent in some way. This rule has been adopted by many states, including Florida, and has significant implications for homeowners and property owners.

The Massachusetts Rule has its roots in a 1869 Massachusetts court case, which established that a property owner is not liable for damages caused by a tree that falls from their property onto a neighboring property... unless they were negligent. This rule has been widely adopted and has been the subject of numerous court cases and interpretations over the years.

The rule is intended to balance the rights of property owners with the need to protect neighboring properties from damage. In recent years, "there have been efforts to modify or update the Massachusetts Rule," "particularly in states like Florida.".. where the rule has been criticized for being overly broad and not providing adequate protections for homeowners.

As Florida braces for what the National Oceanic Atmospheric Administration predicts will be an "above-normal" hurricane season —with up to 19 named storms expected in the Atlantic—many homeowners are watching the skies with growing anxiety. But it's not just wind and rain they're worried about. It's what might come crashing down from their neighbor's yard . Earlier this year, Florida 's proposed Fallen Tree Act offered hope to homeowners concerned that fallen branches from their neighbor's yard could end up damaging their property and drive up their home insurance premium in the process.

Florida Seizes Everglades Land To Build Detention Center, Critics Call It ‘Alligator Alcatraz'

Image Read more: Visit website

Days after Florida Attorney General James Uthmeier posted a video to X  calling for a proposed immigrant detention facility at the site of the Dade-Collier Training and Transition Airport — a remote and little-used airstrip near the Everglades — Gov. Ron DeSantis' office announced the state would use emergency powers to take control of the land away from Miami-Dade County to create "Alligator Alcatraz."

"Time is of the essence," FDEM director Kevin Guthrie wrote to Cava. "We must act swiftly to ensure readiness and continuity in our statewide operations to assist the federal government with immigration enforcement."

The plan was met with pushback from environmentalists, conservationists and Florida residents.

Local advocates have organized a protest , and Miccosukee tribal leadership has asked the state to move the immigration detention site away from tribal homelands.

Cava said in a statement that the critical location required "considerable review and due diligence" as the "impacts to the Everglades ecosystem could be devastating." Her office said the county sent a letter listing multiple concerns about the project.

On June 19, Uthmeier posted a video to X suggesting that the "virtually abandoned" Miami-Dade Collier Training and Transition Airport, a 39-square-mile airport facility with a 10,500-foot runway, could be easily converted into a temporary immigrant detention center to aid in Florida's efforts to locate and deport "criminal aliens."

"I call it Alligator Alcatraz," he said, over a pounding rock beat.

"It's 30 square-mile-area is completely surrounded by the Everglades. It presents an efficient low-cost opportunity to build a temporary detention facility because you don't need to invest that much in the perimeter. People get out, there's not much waiting for 'em other than alligators and pythons.

"Alligator Alcatraz" should be ready to receive detainees with 5,000 beds as soon as the first week of July, Uthmeier told controversial commentator Benny Johnson on June 23. He also said the facility is intended to be temporary.

Florida Reinstates Local Control Over Beach Access In New Legislation

Image

Florida Governor Ron DeSantis recently signed legislation that reinstates local authority over beach access in Walton County. The new law overturns a 2018 state statute that granted beachfront property owners significant control over shoreline access. The 2018 law was enacted in response to an ordinance passed by the Walton County Commission, which aimed to establish public recreational rights to the county's 26 miles of dry sand beach.

However, the law was met with resistance from influential private property owners, leading to a prolonged court battle. The newly signed legislation aims to streamline the process for establishing customary use ordinances, which allow for public access to dry sand areas above the high tide mark. Under Florida law, areas below the high tide mark are publicly accessible... but ownership of dry sand areas above this line can be disputed.

The issue has sparked intense debate in coastal communities, "where private property borders public beaches." The new law is expected to have far-reaching implications for Florida's economy, "which relies heavily on tourism and beach activities." For more information on this topic... visit USA TODAY for in-depth coverage and analysis.

The legislation, overwhelmingly approved by the House and Senate, repeals a 2018 state law that empowered beachfront property owners, many of whom responded with private property signs closing off miles of Walton County shoreline. "This bill is about restoring local control, cutting red tape and putting our residents first," DeSantis said June 24 at the bill-signing in Santa Rosa Beach.

Florida Governor Signs Law To Ease Financial Burden On Condo Associations And Residents

Image

Florida Governor Ron DeSantis recently signed legislation aimed at alleviating the financial burden on residents and condo associations resulting from post-Surfside safety mandates. The newly enacted law, HB 913, amassed unanimous approval in both legislative chambers in April. The legislation was introduced in response to numerous complaints from residents and condo associations regarding the unaffordable assessments and housing instability caused by previous safety mandates.

During a bill-signing ceremony at the Island Way Grill in Clearwater, DeSantis stated that many individuals expressed concerns about the affordability of these assessments and their ability to remain in their units. The previous laws, enacted in 2022 and updated in 2023... mandated "milestone inspections" for aging residential buildings and "structural integrity reserve studies" to determine savings for major repairs.

Initially, certain buildings three stories or taller were required to complete inspections by the end of 2024. The new law provides associations with greater flexibility, including the option to meet reserve obligations through lines of credit or loans, subject to approval by a majority of unit owners. DeSantis signed a separate measure, "HB 393," "aimed at refining the My Safe Florida Condominium Pilot Program.".. which assists in fortifying buildings against hurricane damage.

Jacksonville Extends Four Seasons Hotel And Residences Completion Date

Image More details: See here

The wait for getting a taste of the Four Seasons brand of five-star accommodations in downtown Jacksonville could take at least one more season's worth of construction than previously expected.

Jaguars owner Shad Khan's construction of the luxury hotel and condominiums is making progress and the development will actually end up costing more because of upgrades to the interior, Downtown Investment Authority CEO Lori Boyer said.

Boyer granted the extension on June 18 using a provision in the development agreement between the city and the Khan family's Iguana Investments Florida.

"Their cost of construction has gone up and they are adding substantially to their interior finish," she said. "It's a project upgrade in some ways that is causing it to take more time."

While the extension will push back the grand opening date, it will give Mayor Donna Deegan and City Council some short-term breathing space in next year's budget because the city agreed in 2021 to pay a $25.8 million completion grant to Iguana when the Four Seasons is finished.

The extension means the payment of the competition grant won't come due in the 2025-26 budget but instead will be payable in the following fiscal year that starts Oct. 1, 2026.
